What an operation serving Italy must do

Because the Italian regime addresses location and disclosure rather than service quality, an operation that has prepared for Spain has done almost none of the work Italy requires — and vice versa. The two are not more or less demanding than each other; they are about different things.

The sequence

1. Establish where the operation actually sitsIncluding subcontracted capacity and overflow queues, which are frequently located outside the Union without the contracting entity being aware of it.
2. Notify, where activity has been relocated outside the UnionPrior notification, to the competent authorities, of the relocation of call centre activity.
3. Build origin disclosure into the scriptWhere the call originates outside the Union, the consumer must be told which country it comes from. This is a script obligation and therefore verifiable from outside.
4. Build the transfer option into the routingThe right to be transferred to an EU-based operator must be exercisable during the same call, which is a routing requirement and not merely a scripted promise.
5. Register with and consult the objection registerRegistration with the system, advance submission of calling lists, and consultation monthly and before each campaign.

Where the Italian regime interacts with the chain

The obligations attach to the undertaking that offers the service, and the facts that trigger them — where the call originates, whether activity has been relocated — are frequently determined by a subcontractor several links down.

An operation cannot answer the Italian questions without knowing its own contractual chain, which is why the assessment tends to begin as a regulatory exercise and become a contractual one.
